U.S. Sen. Jeff Flake (R-AZ) yesterday offered a motion to allow senators to offer and debate amendments to S. 761, the Shaheen-Portman Energy Savings and Industrial Competitiveness Act. After the motion was blocked Flake made the case for a more open amendment process in the U.S. Senate.
